This report assesses the efficacy of Morocco’s education program. Despite progress on primary school attendance, Morocco’s educational system suffers from issues of persistent gender inequality and regional disparities. While educational disparities can be manifested in different categories and factors, I confine my analysis to the spatial disparities between Northwestern Morocco and the Southeastern part of the country due to disparities in access to and quality of education. Quality of education has not been captured in the data and its disparities include differences in teaching quality, teaching methods, and language of instruction.

I propose allocating $77,116.90 for a two-pronged assistance approach that will decrease these disparities. The first prong is a research initiative comparing factors of quality in education, such as language of instruction, teacher training, and teaching methods received in the urban cities of Rabat and Marrakech and the rural region of Ait Baamrane. I hope that insights from this comparative analysis will assist the Moroccan Ministry of Youth and Education in structuring changes to the educational system. The second prong is to provide funding for locally led initiatives to either increase school attendance or increase access to both primary and secondary education. These locally led initiatives will be designed to take a holistic systems-based approach to educational issues.
