  1. International Law is a set of “guidelines” that states can choose to follow in relations with other countries. Most international laws are followed by most countries. In the end, it is worth it for most countries to follow international law, because it maintains international respect in the long run. However, because of national sovereignty, no country is technically bound by international law, especially because each country has its own needs and goals in mind.

  2. This is on the right track.

    My suggestion would be to come up with an outline such that:

    1. Define sovereignty
    2. Talk about the sources of int. law and its implications
    3. Given 1 and 2, analyze the sources of tension
    4. Briefly talk about how and when int. law in a world of sovereigns function (or doesn’t function that well)
