  5. As opposed to the kyoto protocol, the montreal protocol was much more successful due to the imminent danger that CFC’s were causing. The member states saw the elinination of these gases as a high priority, and nearly every nation had a reason to be aware and consciously helping the effort. The kyoto protocol was more concerned with global warming, whose effects are somtimes tougher to quantify, and has a broader time scale (aka the future) as to when the world will suffer from its full effects. Because people do not currently see an active threat, international attention was down which made the effort less successful.
