The Kyoto protocol is controversial because it prohibited developing countries from further industrializing to catch up to their Global North counterparts. While the developed countries have already industrialized, they did not have to worry about the economic effects of their industrialization, since it had already happened. They also have the money and resources to aim to reduce greenhouse emissions by 2012 like projected. However, the underdeveloped and third world countries want to industrialize, even though that may include harm to the environment. Therefore, this incentive made it hard for these countries to adhere to the Kyoto Protocol because they are so desperate to modernize and catch up to world superpowers. Yet the superpowers found it easy to adhere to the protocol because they had already industrialized and contributed their share of waste, so now they wanted to clean up the environment.

This was unfair and non-beneficial to these third world countries, because they did not have the money or resources to pose environmental sanctions on their industries. The Global Industrialized North, however, had already gone through their period of industrialization, and therefore they had the money and resources to adhere to this protocol. The underdeveloped countries were trying hard to catch up to the superpowers in terms of their economies and industries, but the sanctions imposed by the Kyoto Protocol were not reasonable to ask of the third world countries that were just going through their era of industrialization, and therefore were willing to compromise environmental issues to better their economy.
