According to<\/span><span class=\"author-236117046 font-color-000000 font-size-medium\"> Peter Chapman, Richmond&#8217;s Chief Deputy Officer for\u00a0Economic and Community Development, the trend goes beyond the mere retention of\u00a0businesses in the area.\u00a0<\/span><span class=\"annotation-7ef18eea44cc411bab1217b22d3fe344 author-236117046 font-color-000000 font-size-medium\">New businesses are opening in the historic district at a record rate. Cafes and r<\/span><span class=\"annotation-7ef18eea44cc411bab1217b22d3fe344 author-236117046 font-size-medium\">estaurants are<\/span><span class=\"annotation-7ef18eea44cc411bab1217b22d3fe344 author-236117046 font-color-000000 font-size-medium\"> trending and <\/span><span class=\"annotation-7ef18eea44cc411bab1217b22d3fe344 author-236117046 font-size-medium\">winning <\/span><span class=\"annotation-7ef18eea44cc411bab1217b22d3fe344 author-236117046 font-color-000000 font-size-medium\">national <\/span><span class=\"annotation-7ef18eea44cc411bab1217b22d3fe344 author-236117046 font-size-medium\">awards.<\/span><span class=\"annotation-7ef18eea44cc411bab1217b22d3fe344 author-236117046 font-color-000000 font-size-medium\">\u00a0<\/span><span class=\"annotation-7ef18eea44cc411bab1217b22d3fe344 author-236117046 font-size-medium\">Real estate values are skyrocketing<\/span><span class=\"annotation-7ef18eea44cc411bab1217b22d3fe344 author-236117046 font-color-000000 font-size-medium\">, as young, wealthy buyers purchase and renovate old homes. (Photo by Jason Villafranca)<\/em><\/p><\/div>\n<\/div>\n<div id=\"magicdomid115\" class=\"ace-line\" data-node-type=\"line\">\n<p><span class=\"author-260798053 font-color-333333 font-size-medium\">In its place would be something more like a food truck than a post office\u2014a postal service van parked on 25th Street, where <\/span><span class=\"author-236117046 font-color-333333 font-size-medium\">Church Hill residents still receive limited services<\/span><span class=\"author-260798053 font-color-333333 font-size-medium\"> about six hours a day.<\/span> <span class=\"author-260798053 font-color-333333 font-size-medium\">That&#8217;s a distinct hardship for any <\/span><span class=\"author-236117046 font-color-333333 font-size-medium\">residents who work during business hours<\/span><span class=\"author-260798053 font-color-333333 font-size-medium\">, or those without transportation forced to walk to the nearest post office at Montrose Heights, four and a half miles away. <\/span><\/p>\n<p>&#8220;I don&#8217;t understand how this post office can close when you see all these other places in Church Hill being fixed up,&#8221; said an elderly gentlemen waiting in line. &#8220;You&#8217;d think the post office would come first.\u00a0 Now I know why my mail was late all last week!&#8221;<\/p>\n<\/div>\n<div class=\"ace-line\" data-node-type=\"line\">\n<p>\u00a0<span class=\"author-236117046 font-color-333333 font-size-medium\"><span class=\"author-236117046 font-color-333333 font-size-medium\">The closing of the East End Post Office is symptomatic of a much larger problem in Church Hill and\u00a0 surrounding areas: poverty and neglect.\u00a0 And as is often the case in Richmond, the negative effects fall especially hard on elderly African Americans, who depend on the services provided by a local post office, where they receive checks, buy stamps, and purchase money orders to pay their bills. \u00a0<\/span><\/span><\/p>\n<p><span class=\"author-236117046 font-color-333333 font-size-medium\"><span class=\"author-236117046 font-color-333333 font-size-medium\">According to data obtained through the Spatial Analysis Lab at the University of Richmond, more than 60 percent of residents 65 or older in the Union Hill and Church Hill North neighborhoods live in poverty. Both neighborhoods are nearly 100 percent African American.
