In a single year \u2013 2017 \u2013 three extraordinary events occurred:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The International Olympic Committee formalized <\/span><span style=\"font-weight: 400;\">a new policy<\/span><span style=\"font-weight: 400;\"> (see section 13.2 <\/span><a href=\"http:\/\/stillmed.olympic.org\/media\/Document%20Library\/OlympicOrg\/Documents\/Host-City-Elections\/XXXIII-Olympiad-2024\/Host-City-Contract-2024-Principles.pdf\"><span style=\"font-weight: 400;\">here<\/span><\/a><span style=\"font-weight: 400;\">) of contractually obligating the Host City, National Olympic Committee, and Organizing Committee of the Olympic Games to adopt anti-corruption and human rights compliance;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">At the same time, France was enacting its landmark anti-corruption compliance law, <\/span><a href=\"http:\/\/www.fcpablog.com\/display\/Search?moduleId=17494820&amp;searchQuery=sapin+II\"><span style=\"font-weight: 400;\">Sapin II<\/span><\/a><span style=\"font-weight: 400;\">, and a corporate human rights obligation, the Duty of Vigilance Law, heralding a new era for France\u2019s compliance industry; and<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The IOC selected Paris to host the 2024 Games, inviting France to set the standard for Olympic corruption and human rights compliance.<\/span><\/li>\n<\/ul>\n<p><b>Operationalizing the Host City Contract<\/b><\/p>\n<p><span style=\"font-weight: 400;\">When the new IOC contract is applied to France, it converges with France\u2019s new laws and with the country\u2019s Olympic governance institutions. This intersection generates a series of interesting and novel questions. Preparations for Paris 2024 will involve four different entities, each with distinct legal obligations to adopt anti-corruption and human rights compliance: \u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The host city: the City of Paris<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">France\u2019s National Olympic Committee: Le Comit\u00e9 National Olympique et Sportif Fran\u00e7ais (CNOSF)<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Organizing Committee of the Olympic Games (OCOG): \u00a0Paris 2024<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The companies doing business with these entities (contractors, sponsors, etc.)<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">These entities are constituted differently, and will have different obligations under international law, French law, the IOC contractual provisions, and global standards and best practices. The Task Force is thinking through the complex interplay of these entities and standards. <\/span><\/p>\n<p><b>The Task Force\u2019s Mission<\/b><span style=\"font-weight: 400;\"> \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Our goal is to make substantial contributions to three important processes:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Designing a framework of legal standards and best practices tailored to France\u2019s unique legal and practical context;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Implementing compliance in a practical, meaningful way in France, to leave a legacy of improved governance in the host country; and<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Setting a precedent that future host cities may build upon as they continue the project of building Olympic anti-corruption and human rights compliance.<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp; Welcome to the Olympics Compliance Task Force The Olympics Compliance Task Force is a collaboration of international anti-corruption and human rights academics and practitioners convened at the request of Compliance 2024.
