{"id":72,"date":"2018-04-29T21:22:41","date_gmt":"2018-04-30T01:22:41","guid":{"rendered":"http:\/\/blog.richmond.edu\/ldst250-drinkingagedebate\/?page_id=72"},"modified":"2018-04-30T13:53:02","modified_gmt":"2018-04-30T17:53:02","slug":"the-solution","status":"publish","type":"page","link":"https:\/\/blog.richmond.edu\/ldst250-drinkingagedebate\/the-solution\/","title":{"rendered":"Enacting Policy Change"},"content":{"rendered":"<p><strong>What is the solution?<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">The proposal by John McCardell to enact drinking licenses for young adults is viable solution to the rampant lawbreaking and irresponsible binge drinking culture. <\/span><span style=\"font-weight: 400;\">McCardell\u2019s organization, <a href=\"https:\/\/www.chooseresponsibility.org\/\">Choose Responsibility<\/a>, has proposed a \u201cmulti-faceted approach that combines education, certification, and provisional licensing for 18-20 year-old high school graduates who choose to consume alcohol\u201d (Proposal).\u00a0<\/span><\/p>\n<p><strong>How would a drinking license work?<\/strong><\/p>\n<p>As for the implementation of the drinking license, McCardell proposes, \u201clicensing would work like drivers education \u2014 it would involve a permit, perhaps graduated, allowing the holder the privilege of purchasing, possessing and consuming alcohol\u201d (McCardell). This is not to say that McCardell supports widespread drinking among young adult Americans: McCardell\u2019s foundation,\u00a0<a href=\"http:\/\/www.theamethystinitiative.org\/\">Amethyst Initiative<\/a>, is \u201cagainst intoxication but supports responsible, adult behavior toward alcohol\u201d (College). Thus, McCardell has an ethical goal to support the safety and well-being of young adults, and his policy reflects his good intentions.<\/p>\n<p>Click <a href=\"https:\/\/www.npr.org\/templates\/story\/story.php?storyId=93749553\">here<\/a> to listen to a podcast featuring John McCardell to learn more about Amethyst Initiative.<\/p>\n<p><strong>What is the opposition to the solution?<\/strong><\/p>\n<p>Psychology professor Tamika C. B. Zapolski opposes lowering the drinking age, as she argues, \u201clowering the drinking age may lead to lowered perception of risk. When perception of risk from a particular substance decreases, prevalence rates tend to increase\u201d (Zapolski). In response to this <a href=\"https:\/\/www.nytimes.com\/roomfordebate\/2015\/02\/10\/you-must-be-21-to-drink\/keep-the-drinking-age-high\">counterargument<\/a> about the lowered perception of risk, McCardell\u2019s education proposal adequately teaches young adults about the risks of alcohol; for that, Zapolski\u2019s prediction of young adults\u2019 \u201clowered perception of risk\u201d of alcohol would be prevented by McCardell\u2019s education programs.<\/p>\n<p><strong>What will alcohol education include?<\/strong><\/p>\n<p>McCardell proposes mandatory high school courses that teach the chemistry of alcohol and the consequences of abuse, as well as the requirement of sitting in on Alcoholic Anonymous sessions (Debate). Only after students pass a final exam would they receive a license to drink (Debate). Just as the violation of driving laws results in repercussions, if young adults violate the license, such as by providing alcohol to minors, their license is taken away.<\/p>\n<p><strong>Why will this system work?<\/strong><\/p>\n<p>McCardell\u2019s proposal will promote mature consumption of alcohol and will allow for effective enforcement of the law.\u00a0While some might argue that underage young adult Americans will respond by producing fake drinking licenses, McCardell\u2019s proposal requires tough enforcement of the law and harsh consequences for violating the license. The stringency of the new drinking law will legitimize the drinking license and mitigate the use of fake IDs, which are the <a href=\"http:\/\/blog.richmond.edu\/ldst250-drinkingagedebate\/culture-of-lawbreaking\/\">consequences<\/a> of the lack of enforcement of the current drinking age law.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What is the solution?
