The Mission

EANET has 6 main goals, which it outlines in detail on its webpage (Acid Deposition and Oxidant Research Center, Major Activities):

  1. Acid deposition monitoring
  2. Compilation, evaluation, storage and provision of data
  3. Promotion of quality assurance and quality control activities
  4. Implementation of technical support and capacity building activities
  5. Promotion of research and studies related to acid deposition problems
  6. Promotion of public awareness activities

It is clear from this list that EANET is not a policy setting international institution, but rather a policy informing international institution. There are no provisions in EANET's mission for international agreements that affect national policy setting. All of the goals relate to creating a data collection network and building the capacity to make it a functional scientific endeavor. The network also aims to synthesize this data and "promote public awareness" through publications and presentations at a annual conference among all member countries (Acid Deposition and Oxidant Research Center, Major Activities). This leaves the national government firmly in control of its sovereignty, and offers only suggestions through scientific understanding of the issue, rather than any integrated governmental approach to setting policy.
